Rusta och matcha: Labour market programme for which the AI tool helps assess jobseeker eligibility

Sweden’s data protection authority, IMY, has opened a supervisory review of an AI system used by Arbetsförmedlingen, the Swedish Public Employment Service. The system is a statistical assessment aid that caseworkers use when deciding whether a jobseeker should join the labour market programme “Rusta och matcha”.

IMY says it will examine how the system works and how the agency informs jobseekers about the processing of their personal data. It will also assess the lawfulness and necessity of the processing, which personal data are actually needed, and whether automated decision-making occurs in the system.

The review follows tips sent to IMY and media reports. According to IMY, AI in the public sector is a priority area for its supervision and guidance in 2026. No timetable for a decision was given.

Why it matters

The inquiry targets a common pattern: a statistical score presented as 'decision support' for human caseworkers. Organisations using similar scoring should document whether staff genuinely weigh the output or routinely follow it, since that determines whether automated decision-making rules are engaged. They should also check that each input variable is justified as necessary and that affected people receive a clear explanation of how their data feed the model.

Status: Investigation. supervisory review opened; no findings yet
