1,000+: MEP amendments to GDPR and ePrivacy rules graded by noyb

The privacy advocacy group noyb has analysed more than 1,000 amendments tabled by Members of the European Parliament to the GDPR and ePrivacy Directive under the Commission’s proposed Digital Omnibus. It graded each MEP and published the results on gdpr-omnibus.eu, searchable by country and political group.

According to noyb, the European People’s Party (EPP) tabled the most amendments reducing privacy protections, including narrowing the GDPR’s scope and broad exceptions for high-risk AI. noyb says the ECR and Patriots also scored negatively, Renew and the ‘Sovereigns’ scored zero, and only S&D, the Left and the Greens scored positively overall.

noyb states that Member States have largely agreed to the Commission’s changes, leaving Parliament’s position open. Its method subtracts negative from positive amendments, ignores neutral ones and does not weight their significance.

Why it matters

The Digital Omnibus could change the GDPR's scope and the legal basis for using personal data in AI, which would affect records of processing, lawful-basis assessments and AI training data policies. Parliament's position is still being formed, so privacy and AI governance teams should track which amendments gain support rather than plan around the Commission text alone. noyb's ranking is an advocacy assessment, not an official count, but it indicates where the contested provisions lie.
